WASHINGTON, DC - Today, Congressman David Rouzer (NC-07) issued the following statement after voting to pass H.R. 4405 – the Epstein Files Transparency Act, requiring the Department of Justice (DOJ) to publicly disclose all unclassified records, documents, communications, and investigative materials in its possession relating to Jeffrey Epstein and Ghislaine Maxwell.

“Americans deserve transparency surrounding Jeffery Epstein and his crimes. The Biden Administration and Congressional Democrats had four years to release the files, but instead chose to make this a political fight, using victims and survivors as pawns,” said Representative David Rouzer. “Today’s vote will provide much needed transparency to the American people and hopefully provide some closure for victims.”

H.R. 4405 passed the House of Representatives on Tuesday, November 18, 2025, by a vote of 427 to 1.

Background: 

On September 3, 2025, Congressman David Rouzer voted for H.Res. 668 which authorizes Chairman James Comer to continue the investigation into Epstein led by the House Committee on Oversight and Government Reform. This ongoing investigation focuses on the federal government's mismanagement of the Jeffrey Epstein and Ghislaine Maxwell cases, the circumstances surrounding Epstein’s death, and strategies to combat sex-trafficking rings moving forward.

To date, the House Committee on Oversight and Government Reform has successfully issued subpoenas which has the force of law to the DOJ, the Epstein estate, and former officials, including Bill and Hillary Clinton. The Committee has released over 30,000 pages of documents provided by the DOJ and committee members have met directly with survivors of Epstein’s crimes to hear their stories firsthand.
